[twincling] How to split wav file ?

Hi:

Does anybody know which tool to use to split a wav file ?

The wav file, twincling.wav is a 26 sec long file and i need to extract
two parts ie. 00:00:00 - 00:07:23 and 00:11:02 - 00:22:14

Appreciate all suggestions in this regard.
