Raise an arror?
Is this really a problem?
Unfortunalety(?) plain strings are widely used in the CPython
implementation (keywords arguments stores keys as str not unicode).

I'm not using json for Athena, just to serialize a dictionary (keywords
arguments) in JSON format.
