If you have an .htaccess file (and presumably the equivalent for other 
servers), you can set the default encoding to UTF-8 so that it is part of 
the http headers.

Make sure your system (the computer you are viewing on) is using UTF-8 when 
you view the file

If you are using a webfont make sure it includes *extended latin characters 
and punctuation*.
