I thought that those type of replies would show up under the replies tab anyway (i.e. there doesn't need to be a relationship between two users (in either direction) for a reply to show up in the replies tab). I could be wrong, or maybe something changed...
However, if you head to http://search.twitter.com/ and search for @user you will see all mentions of that user from all public accounts.
