Your IP and username are probably whitelisted for the REST API, which does not cover search queries. For more information, see http://apiwiki.twitter.com/Rate-limiting . To request whitelisting for the Search API, please write to a...@twitter.com with a link to your application and a brief explanation of how it works and why it needs to be whitelisted.
