の変更ですが、%tや%FILL{...}では with-temp-buffer() 内で
fillしていて、 buffer-local である fill-column には影響を
与えられません。
その辺を修正したのが

です。これに最小 window の幅に合わせる変更を加えて
http://github.com/cvmat/twittering-mode/tree/adjust-fill-column-to-min-width
を作ってみました。こちらで試した限りでは最小幅に対応できて
いると思います。
