I'm not sure what you want to do !
1) Do you want to write a CGI which is a page counter ?
2) Or do you want to write a WebServer application which include a page 
counter ?

If (1) then ICS is not what you need.
If (2) then yes, ICS is what you need. Maybe what you don't know is how to 
write a counter ?
