There are no security fixes, just bug fixes related to building the libraries. OpenSSL has clarified that OpenSSL 1.1.1 will add support for TLS/1.3 and will only be released once the protocol is finalised, it's currently at draft 20. It will need a new version of ICS for support, but this is anticipated to be only minor changes.
