Its working in IE7 for me using Typo3 4.0.2 and Flash SlideShow 0.2.2. Are you sure that the IE7 has the flash player installed? I use Firefox myself but I think you can see the list of installed plugins in IE7 by going to the Tools menu -> Manage Add-Ons -> Enable or Disable Add-ons. You should have Shockwave in the Enabled list.
