If you look at the following reduced version of your code, you might find
out where the problem is:

left.5 = HMENU
left.10 = TEMPLATE
left.10 {
  subparts.APA < left.5
}

left.5 is rendered before left.10
while subparts.APA  < left.5 simply will be ignored.

change left.5 to something like
temp.leftmenu
and then replace the subpart with it:
subparts.APA < temp.leftmenu
