EM could do this automatically as the developer is the only entitled person to be able to assert that his extension is compatible with the version of TYPO3 he is currently running. And he certainly will always test it with the latest release. He cannot assert it is compatible with 4.2.1 when he does not test it himself. As such, I think that EM could update the upper bound of this value accordingly.
