I agree partly. Upgrading to 4.5 LTS should be the top priority. However 4.5 still "only" requires PHP 5.2 meaning if you code for 4.5 LTS you should really avoid PHP 5.3 features, at least still for a few months because most hosting companies did not yet upgrade their servers with 5.3.
Of course if you don't care about having the broadest audience for your ext, you may skip users with old PHP 5.2 ;)
