Line is not present in the localconf and in install tool both values are
already 0
It looks like frontend doesn't use compression, but the backend does.
Even after deleting the cached files.

$TYPO3_CONF_VARS['BE']['compressionLevel'] = '0';
and maybe
$TYPO3_CONF_VARS['FE']['compressionLevel'] = '0';
and then delete the temporary cached files in typo3conf/
