I don't know if u still have the problem but maybe I can help you.
I had the same problems (like many others) with my 6.2beta installation. The problem is that the helpsite isn't up-to-date. As you already noticed, the file you have to search for is called "LocalConfiguration.php" ... but DON'T put the lanes written on the help site (http://wiki.typo3.org/Exception/CMS/1318283565) just at the bottom of the php. Take a look at the code. In line 7 or something you'll find: 'loginSecurityLevel' => 'rsa', just change 'rsa' to 'normal'.
