this is setup for Windows (check paths, this is UniServer):

OPENSSL_CONF
D:\UniServerZ\core\apache2\conf\openssl.cnf
// Append
D:\UniServerZ\core\apache2\bin
// to the environment variable PATH (will work for every PHP script, not
only TYPO3), Restart wamp.
