I found the problem: there was an AdditionalConfiguration.php file present,
which I was not aware of. This file was setting a different password. I am
surprised that the install tool login page does not mention the possibility of
setting the password in this AdditionalConfiguration.php file. It would have
saved me hours of frustration if I had known to look for this file!
