You can search for it in the Typoscript Object Browser but as you've
disabled it compare with the default setup of css.styled.content.
This lead me to the right direction, thank you David! It was the rte
configuration.
RTE.default.proc.entryHTMLparser_db {
tags.a.allowedAttribs = class, href, title, target
}
target was missing.
