To explain it a bit more:
The default language in TYPO3 never get's language-records at all.
It's possible to assign a flag to sys_language_uid = 0, so it's more intuitive 
when you see all the content-records even without translation-view but only 
translations get language-records and can be assigned as translations on this 
base.

This means, if your site has only two languages and for both you created all the records 
"alternative page language" in the page-tree, then for one that's not right on 
the base of the logic of TYPO3.
