CLI und Web context haben im Normalfall eigene php.ini Dateien (zB. damit man bei cli den Speicherverbrauch oder die maximale Ausfuehrungzeit anders setzen kann).
In Deinem Fall fehlt fuer deinen CLI Kontext der Wert date.timezone (bei debian /etc/php5/cli/php.ini):
