* localtime.c (time2sub, time2, time1):
Use simpler style for declaring function parameters.
Although this style has worked since C89, I didn’t know about it
until reading Jens Gustedt’s book Modern C.
Switching to this style now can simplify future future changes
that also use a functional programming style.
