* Makefile: Add comment about using -Dst_ctim=M in CFLAGS.
As far as I know this matters only on POSIXish platforms so old
that they’re no longer supported by their suppliers, e.g.,
FreeBSD 8.4 (2013), old NetBSD, old UnixWare.
