For tzdb handling the zone offsets (and lack of changes, if that is what happens) is all trivial stuff, the only, very minor, question is whether tm_isdst is to be left all year being 0 or 1 (which really then makes no difference to anything.)
That is except for the "what to call it" question - the tz abbreviation. And for that, there's already a very simple answer (which has already been used in many zones, so it isn't new.) Simply stop giving the zones names (abbreviations) in tzdb completely, and let the tm_zone field just show the numeric zone offset (there are plenty of zones like that now). So assuming that bill is enacted, America/New_York would simply show "-04" and America/Los_Angeles "-07" (as perhaps would most or all of Arizona), and any bits of Kansas or whichever eastern state it is which has enclaves which don't use summer time, would show "-05". All the same in Canada. For tzdb, problem solved. No arguments needed, and it is all trivial, and all correct. Let the organisations that insist on providing human friendly names for the time in various places sort all the rest of it out. kre
