Aren't these recent issues involving RDEK and adjacent regions all in BC? If so, I don't see a problem with departing from provincial standard time, as BC has already delegated timekeeping rules to these regions, even after this year's change in BC. Slot clearances are done via UTC and I expect airlines will adjust their local-time schedules to match the UTC slots they already have in Calgary and Vancouver, at least until the next opportunity for a change (which would be in March). Could be an issue for crew scheduling, though; that was a gotcha when Greenland changed a few years ago.
