* NEWS: Document 2026b and 2026c changes to the backward
compatibility links Canada/Pacific and Canada/Mountain.
They will now use the abbreviations MST and CST, respectively, for
affected timestamps.  That’s confusing, and is an argument for
using numeric abbreviations instead, but for now just document the
situation.  These old names became obsolescent in 1993 and are
little used.
