Looks like Manitoba is following the growing list of Canadian provinces making 11th-hour (no pun intended) changes to timekeeping--following in the recent footsteps of BC and Alberta. "After listening to the views of Manitobans on seasonal time changes, the Manitoba government has decided to remain on daylight saving time (DST) permanently" "This change means Manitobans’ clocks will not revert to standard time on Nov. 1. Manitoba joins several other provinces and territories that have adopted or are moving toward a permanent time including British Columbia, Yukon, Northwest Territories, Alberta and Saskatchewan." It is not clear if the province is proposing creating a "new" timezone like happened in BC, or if they are simply looking to "stay" permanently on Central Daylight Time / UTC-5.
