Move the preprocessor test of CONFIG_SYS_NO_FLASH out of flash.c and
back to the Makefile, for readability.

  this one is a little uglier since it adds an "#ifndef" check to the
Makefile, but i still consider this to be more readable since it's
potentially misleading to have a hard-coded build of a file in the
Makefile, only to have to go that file to notice that a subsequent
preprocessor check takes the file out of play.  except in weird
circumstances, tests like that should be in the Makefile.

  i don't think there's a lot of this left.
