So if I comment-out the ifeq, like this:

#ifeq ($(ARCH),powerpc)
CFLAGS := $(filter-out $(RELFLAGS),$(CFLAGS))
#endif

and build, I get these errors:

powerpc-linux-gnu-ld: libstubs.a(ppc_longjmp.o): compiled with -mrelocatable
and linked with modules compiled normally
powerpc-linux-gnu-ld: failed to merge target specific data of file
libstubs.a(ppc_longjmp.o)
powerpc-linux-gnu-ld: libstubs.a(ppc_setjmp.o): compiled with -mrelocatable
and linked with modules compiled normally
powerpc-linux-gnu-ld: failed to merge target specific data of file
libstubs.a(ppc_setjmp.o)
