I can see CNTVCT_EL0 counting in u-boot and I can see the relative timestamp in 
dmesg cont
but timeofday is not moving, very odd.

COUNTER_FREQUENCY is also there and correct.

So depending on your platform the arch time clock base might need to
be enabled explicitly (some clock gate or extra register)?
It should be fairly easy to just read the virt counter and see it
progressing (mrs x0, CNTVCT_EL0).

Another thing to check for is whether CNTFRQ_EL0
has been setup by U-Boot: define COUNTER_FREQUENCY to the frequency of
the arch timer clock, see arch/arm/cpu/armv8/start.S.
