Currently the code that adds the CapsuleMax variable is under a Kconfig named 'EFI_HAVE_CAPSULE_UPDATE. Git history only shows a single occurrence of that. The IS_ENABLED should be checking for EFI_HAVE_CAPSULE_SUPPORT
