"L#10" is different from "10L".

"#10" is a shorthand way of specifying "##########" which, in the FMT function, is a 
mask, limiting the output to the leftmost 10 characters in the data.  (Leftmost 
because the justification is "L".)

"10L", on the other hand, does not impose any restriction on the length of the result, 
which is why you see - or expect to see - text marks inserted.
