Simple

 create a file to contain your paragraphs
 create voc entries that then refer to that file and item(s)

  0001. R
  0002. paragraph.filename
  0003. paragraph.itemname

Is it possible to store paragraphs in files other than the VOC?  I'm
looking for a way to not clutter up the VOC with paragraphs... something
like can be done with PROCs.
