Not that this helps with Universe, but I would usually phrase that query in Unidata as
SELECT FILE WITH NOT(MULTIVALUE.ATTB = "DOG") "NOT" does something quite different from NE, #, in that it examines the entire attribute and rejects any matches found. (NE, # examines the entire attribute, and "accepts" it if at least one multivalue is nonmatching).
