I ran into a similar problem on a demo laptop. In services, I set for UniVerse Services under logon "Allow Services to Interact with Desktop"

Several times a day, we are unable to get into Universe. When this happens, we are able to 'remote desktop' into the server and Universe is up and running (can run uv shell). However, telnet and UniAdmin are both refusing connections. We are only able to resolve this by rebooting the entire server.the Universe control panel will not restart. Any ideas?
