After making these changes I noticed that Nautilus kept crashing. Changing them back eliminated this. I know you are using a server and probably don't use X, but just in case: have you seen this? I also remember using LANG=C caused the icon titles to disappear from the desktop.

On linux, setting the following environment variables in /etc/sysconfig/i18n fixes the problem:
LANG="en_US.iso885915" SUPPORTED="en_US.iso885915:en_US:en"
You'll need to reboot for the change to take effect.
