New uvconfig parameters can control optional behaviour if a proposed enhancement would affect backward compatibility. That leaves it to user to decide which compatibility he wants, PI or older UV.

The resolution on this was that the user can simply add QUIT as the last command in their phantom, which would force the ON.EXIT to run. When this issue was again raised at 9.3.1.1, it was given as an 'enhancement', which at that time, meant you wouldn't ever see it. If we had even looked at it, we would have probably come to the same conclusion as earlier; we could NOT change behavior if it would have impacted existing applications.
