If you want to use mono over Windows, then check out SharpDevelop.

I'm doing QA of some new documentation for installing MonoDevelop.  With
all of the dependencies and default pathing that doesn't match standard
defaults, it's a real pain to get it running over RHEL.  Mono itself is
fine though.
