The reference I have is www.toledoinc.com/softwhere, but it is
apparently defunct.  I searched comp.databases.pick and found a thread
looking for Joe Toledo, but without results. I believe he was in Orange
County, California  or the greater Los Angeles area.  A few years ago he
had a consulting firm that, I believe, dealt mainly with the "Manfact"
system.

Can anyone tell me his whereabouts?

I wholeheartedly agree with Ken on code reuse.
Let me add that dictionaries should be under source control.  A tool
such as SoftWhere that helps you manage where code is reused is also
valuable.  I think shortcomings in these 2 areas are stumbling blocks
that keep people from doing things 'right'.
