CREATE.INDEX FILE STATE NO.NULLS
CREATE.INDEX FILE ZIP NO.NULLS

And when no one needs to update the file
BUILD.INDEX FILE STATE
and from another terminal
BUILD.INDEX FILE ZIP

or from just one terminal
BUILD.INDEX FILE ALL
Which will generate a phantom for the other indexes.

Updating may resume when all of the indexes have finished generating.
