you should probably have a look at the RTF spec here

From memory you want a
\page
Instruction to insert a page break or perhaps
\sect
To start a new section (which by default starts a new page) and will
allow you to supply headers and footers for the section. Have a look at
your template or at the Headers and Footers section of the RTF docs on
how to place Headers/Footers in a section (there are destination tags
you can insert in each section).
