We see this behavior frequently with uv on Windows. The symptoms indicate that another user or process has the file open; but very often this is definitely not the case. We've been told that the problem is due to a table of open files (presumably in Windows rather than uv) which becomes out of sync with reality. As you've discovered, the solution is to reboot; but this is only a temporary fix until the problem recurs.
I've tried to create the problem by breaking network connections and otherwise "ungracefully" terminating processes and have never been able to cause the problem to occur. The fact that this doesn't occur on UNIX systems tends to confirm that the out of sync table is within Windows rather than uv. If anyone has insight into the problem it would really be appreciated by many!
