Make sure the two machines can swap data at network speed with something as simple as a file copy. If that goes fast(er) then you know it's something within the database systems, if it's the same then you have a network issue that needs to be figured out. I've found in the past that making sure both machines are reporting full duplex on the ethernet ports is key to fixing such issues. If one machine is running at half duplex, the other will match it.
