Mac, It sounds like Windows permissions could be to blame here. First of all, make sure any user you set up to log in to Universe has permission to connect remotely to the server. Also look at the directories that are being used for the Universe accounts, do your users have permission to use those? An administrator will have all of the above, but a normal user won't unless you set it specifically.
