It's done as a java application from the users computer through the browser. Your still loading things onto the users computer, but, it's from a controlled url. No need to visit the desktop, but you will have to make sure the firewalls and such will allow the telnet/ssh session to come through.
Not quite the same as connecting to the webserver and having it run the telnet from behind your firewall.
