Working on some new-DST-rules updates at a customer site and want to make sure we're doing "The right thing" vs. just fixing the code. Assuming the rest of the system (OS & UniData) has been updated, what's the best/safest way to convert a YYYYMMDDHHMMSS GMT date/time value to an internal date and internal time (taking into account midnight crossings, timezones and the new DST rules)?

I know about the PickWiki DateUtility, but it is definitely overkill (which is not necessarily a bad thing) and it relies on a time-zone EQUate and I'd prefer something that was "automatic".

I've also searched the mailing list archives, but didn't find anything solid.

It seems like something that should be built in to the database, but I've only encountered home-grown solutions.
