The terminal does indeed use telnet, but for pci you are allowed telnet, just not beyond the firewall - so all you need to do is close port 23 on the firewall, then you can tunnel your telnet over ssh with say putty, or your ssh tool of choice, or indeed vpn in. Or if you are inside the firewall just use telnet.
