This *was* true for Prime Information. Plus had the additional benefit of being able to specify routines at run time.

Example:
BEGIN CASE
  CASE COMPANY EQ "ALPHA"
    PAYROLL = "PAYROLL.ALPHA"
  CASE COMPANY EQ "BETA"
    PAYROLL - "PAYROLL.BETA"
END CASE
CALL @PAYROLL (A, B, C, D)


I don't think it's applicable for Universe, at least in terms of speed but the choice of routines is still useful.
