This isn't the case actually.  It is simple to set up a tunnel within putty
and then you should be able to use the terminal emulation program of your
choice (as long as you can set the host and port).  For example, you set up
your favorite terminal emulation program with a hostname of 'localhost' and
port '6923'.  Within putty, you add a tunnel within  Connection --> SSH -->
Tunnels.  You then add a source port of '6923' and the appropriate
destination hostname:port.

At that point, you can simply connect via putty, minimize once logged in,
and then start your favorite terminal emulation program.

Hope this helps (and that I didn't miss any steps because it's been a long
time).
