I use the SSH Term Pro app on my iPhone and the vt100 emulation works nicely with the Universe vt100 term type. I believe it is also available for the iPad.

CRT @(0,0):@(-1):"HELLO"

CRT @(5,5):"GOOD BYE"

Clears the screen, puts HELLO at the upper left, but then in position
5,5 it displays $<5>GOOD BYE

Is there a termcap definition that I need to change, or a TERM value I
need to change?

We run RHEL 5.3, UV 10.2.7
