If you shutdown Universe completely, you can safely clear the UVTEMP file at 
the host level (Windows or Unix).
You should not try to clear it while Universe is active, even if no users are 
logged in.
It's as stated used for temporary space to build requested information.
So you can safely clear it, no loss of valuable data.

I think its just used for building of indexes, etc., but nothing
ermanent is stored their to my knowledge.  Just copy it off to safe
lace instead of deleting it and you should be ok.
