This means that BDT doesn't have permission to update XTOOLSUB in $UDTHOME/sys/SYS_BP. All of our eclipse tools will try to automatically update XTOOLSUB to make them easier to use with earlier U2 databases. You can try setting up a connection using a user that has sufficient privileges or you can follow the old process using the public technote for updating XTOOLSUB. Engineering has also already addressed the error message to make it more meaningful in the next release.
